John A. Wooley, P.E.

Founder and Principal Engineer

John Wooley founded Balcones Geotechnical PLLC in 2013 after an accomplished career with Fugro Consultants. In addition to his geotechnical experience during the past 40 years, he has also been responsible for engineering surveillance and construction materials testing services, both integrated with geotechnical services. His project experience includes roadways and highway bridges, tunnels, water and waste water facilities, lignite handling facilities, earth fill dams, pipelines, dock facilities, industrial plant additions, major high rise buildings, retail and office projects, hospitals and healthcare facilities.

Wooley joined Fugro NV as a Vice President in 1988 following a merger with McClelland Engineers. In 2003, he was promoted to Senior Vice President for Fugro Consultants with responsibility for operations in central Texas and Arizona. In addition, he served as President of Fugro-BRE, the resulting company of a 1997 acquisition he orchestrated which brought the first pavement engineering and pavement research capabilities to the Fugro Group. In 2010, Wooley was promoted to serve as the Executive Vice President for Fugro Consultants with responsibilities for the company’s North American Transportation and Infrastructure Practice.

Wooley began his career as a geotechnical engineer with McClelland Engineers in Houston in 1976. His assignments included directing offshore vessel, crew and drilling operations. He also had several overseas assignments including directing a major field exploration project for a NGL plant in Dubai and a management position in Berri, Saudi Arabia overseeing quality control for a NGL plant under construction.

A veteran of the U.S. Air Force, Wooley holds master’s and bachelor’s degrees in Civil Engineering from the University of Texas at Austin. He is a registered professional engineer in Texas, Arkansas, and New Mexico.
